(sighs) The President cannot make ANYTHING legal or illegal. The President makes or repeals no laws. The president can introduce bills into the Congress, but it is the Congress which makes or repeals laws. The President is the head of the EXECUTIVE branch of government, which is charged with enforcing laws. The laws themselves are made or repealed by the LEGISLATIVE branch of government (i.e. the Congress)!
