What movie is this??

I remember there is the futuristic institution with a lot of people. There is a type of lottery in there that picks one of those people to do something or go somewhere and I can't remember what it is, but it is something they're looking forward to. The person who won this "lottery" is announced to everyone in the institution. His picture is seen on a screen in a futuristic elevator. Then, somewhere later in the movie it shows the person who won the lottery being operated on in a hospital setting. In the next scene he is running in horror down a hallway in the hospital looking place. His description is a black male, he looks like Tom lister Jr, an actor. Later in the movie a blonde woman escaped and is walking through a desert. Also, I don't think that the people are aware that this institution isn't normal. I think they were all born in the institution and spend their entire lives there.
